After trying with other browsers, it may be an issue with the show/collapse 
link in the upper left corner. In Chrome (with various ad-blockers & 
anti-malware extensions installed), that {{-}} character is not a link and 
performs no action on click. In Safari (without extensions), it toggles the 
visibility of the navigation sidebar and switches between {{-}} and {{+}} to 
reflect that state. 

After performing a hard refresh in Chrome with the Developer Tools enabled to 
try and detect any network failure or JS errors, the page reloads cleanly and 
the toggle works. This may have been a cache issue. I am marking as closed.
