NiFi should allow users to empty all queues in a given Process Group.
Currently, if a user wants to delete a Process Group, they must first clear out
any data that is in the Process Group. While this prevents a user from
inadvertently deleting a lot of data in a process group, it becomes very
laborious to delete a Process Group in a dev environment where there may be a
lot of data queued up that is no longer needed.
