Create a `webpack.dev-secure.js` and update the webpack config to include the
necessary options as documented here:

[https://github.com/http-party/node-http-proxy#http---https-using-a-pkcs12-client-certificate]
Also, add appropriate scripts to package.json to enable frontend devs to start
a secured dev server for improved dev cycles.
