On UI, when you copy-paste a Disabled local (input/output) port, the pasted-one
becomes Stopped: its Disabled state is lost.
The same bug occurs when a template is instantiated, in which a Disabled Port
is included. After investigation, the template in flow.xml.gz stores the
Disabled state, but the Disabled state is lost on snippet instantiation.
