Summary: Start and Stop actions on a Process Group should
enable/disable transmission of RPG's

Currently when a user clicks Start or Stop from the content menu, NiFi will
start/stop all processors and ports but not RPG's. There is no way currently to
recursively start all Remote Process Groups. The Start/Stop action should
start/stop all Remote Ports also.
