The namespace part of this was done by @szaszm in
[https://github.com/apache/nifi-minifi-cpp/pull/873], so I have changed the
title from "Improve test coverage of TimeUtil.h and move it to a proper
namespace" to "Improve test coverage of TimeUtil.h".
