Description: In some deployments, "Unknown exception" errors were reported,
usually after flow update. It's caused by a narrowing error from FileStream
that occurs because of incorrect error handling. The goal is to fix this bug
and improve error reporting in FileStream so that future errors don't manifest
themselves as "Unknown exception".
