[~joewitt] The initial PR run for JDK 11 improved the test results and did not
contain any SSL Handshake Failures, which was the behavior observed with recent
GitHub CI builds on Azul Zulu 11.0.10. However, there were still four unit
tests that failed due to assertion errors with unexpected results. These
problems may be related to timeouts with HTTP requests. I pushed another
update to the PR and to address the potential timeout problems.
