Currently, cpplint is run in both MacOS CI runs, and nowhere else. Instead, it
should be run in one MacOS build, one Windows build, and one Linux build.
Also, we should run cpplint with the --quiet flag, so the errors are not
swamped by the irrelevant "Done processing ..." and "Ignoring ..." messages.
