Mark Payne commented on NIFI-8307:
----------------------------------

My suspicion is that this was caused when NIFI-8212 was rebased/merged. It
appears that we lost the line of code that recursively calls
StandardControllerServiceProvider.enableControllerServiceAndDependencies

> Controller Services not fully enabling on startup, preventing NiFi from
> completing startup

> If we have Controller Service A, with a reference to Controller Service B,
> and both are Enabled, NiFi does not complete its startup. Or it takes a
> really long time to do so, and services are not fully enabled when it
> completes.
> If there are no Controller Services that reference other Controller Services,
> this works fine, though. This appears to be an issue only on the {{main}}
> branch and should not affect any released version of NiFi
