Currently the ODBCService correctly works on all platforms if the connection
string has the library (odbc implementation) and the database explicitly set.
We should investigate why soci (the underlying thirdparty service provider)
cannot handle if we request it to use the global odbc.ini or odbcinst.ini
configuration files.
