Currently we have 4 builds that run each taking at least 50 minutes. This is
useful for us but excessive. We show up on the top 13 consumers of all of ASF
report - it appears.
So while it would be nice to keep it as is lets reduce. Will make FR be done
in the windows build and will drop the other 1.8 build. So keep one java 8
build on osx with JP, one java 11 build on ubuntu with EN, one java 8 build on
windows with FR.
