NIFI-8314 introduced Long-Running Task Monitor to check possibly stuck/hanging
processor tasks. The runtime monitoring may affect performance due to creating
thread dumps periodically. For this reason, it should be disabled by default
and only needs to be turned on for troubleshooting (investigating stuck
threads).
