Summary: Extract VersionedComponent class family to a standalone
module

NiFi Registry (recently migrated into the NiFi repository) contains the
VersionedComponent class family that is used as a serializable form of flow
components.
As they more or less already serve as artifacts being available publicly and
this role expected to become more prevalent, it makes sense to make them become
part of the public api formally.
A new nifi-versioned-components module under root could house these classes and
nifi-api can then depend on this new module.
