Summary: Add "context" to Sensitive Properties Providers

Currently we can only support encryption-at-rest Sensitive Properties
Providers. In order to support dynamic secrets lookup, we will need to add a
"context" to SensitivePropertyProvider.protect()/unprotect() that will capture
the location of the configuration file and the property name being
protected/unprotected.
