Description:
The codebase has many workaround due to the lack of the latest language
features. The goal of this is to lay out a plan to upgrade to the latest
possible compiler on a set of target OSes, that is:
* Windows: latest MSVC
* CentOS 7: devtoolset-8/GCC 8.2?
* debian 10 Buster: default and latest available: GCC 8.3
* ubuntu 18.04 LTS: default: GCC 7.4, latest available: GCC 8.4 from gcc-8
This allows the project to accelerate development using C\+\+17 features (and
partial C\+\+20).
