After MINIFICPP-1425, there is no reason to require C++20-compatible compilers
on hosts that are only used to launch docker containers for building. Please
note that cmake still needs _some_ compiler and generator target (e.g. make or
ninja) to be installed on the host to be able to generate a build system.
