Secrets|https://docs.microsoft.com/en-us/azure/key-vault/secrets/] supports
encrypted storage of sensitive configuration properties. Adding a
SensitivePropertyProvider for Key Vault Secrets would provide a useful
alternative to the Azure Key Vault Cryptography Key implementation.
