Currently the extension-manifest.xml was primarily used in NiFi Registry and at
that point the NAR was also available so some additional information could be
extracted from the MANIFEST in the NAR.
This information should also be in the extension-manifest for cases where you
care consuming the manifest without the actual NAR.
