We're seeing system test failures quite often. The issue appears to be related
to the system tests themselves and not necessarily indicating that the tests
are finding issues, though I can't say for certain.
Unfortunately, it appears that the system tests Github Actions workflow only
uploads system test troubleshooting info when the system tests pass. So we need
to ensure that the troubleshooting info is uploaded only for failures, not only
for successes.
