This only occurs when the component selected is contained in the root process 
group.  For example, If you are in the Access Policies window for a component 
within a remote process, selecting the root process group link works as 
expected.

Steps to reproduce:

1. Within the root process group, highlight a component and select the key icon 
to open the Access Policies dialog.
2.  In the "Showing effective policy inherited from Process Group NiFi Flow" 
text, select the link for the root process group.
3.  The Access Policies dialog is closed but the component is still selected.  
As a result, the Operate Palette is showing info for the component.  The 
expectation is that the root process group would have been selected instead.
