#### Description of PR
NIFI-9556 Upgrades multiple revisions of Apache HttpClient 4.5 to 4.5.13 and
also upgrades Apache HttpCore to 4.4.15. These upgrades address multiple
vulnerabilities and bugs associated with earlier versions of Apache HttpClient.
Changes include the addition of dependency management declarations in the
root Maven configuration to control version and exclusions of Apache HttpClient
4.5 and HttpCore 4.4 for both direct and transitive dependencies. This approach
removes the need for individual version declarations and exclusions in multiple
modules.

.name (programmatic access) for each of the new properties?
### For documentation related changes:
- [ ] Have you ensured that format looks appropriate for the output in which
it is rendered?
