Once NIFI-9666 is in place, a concrete implementation can be added to MiNiFi so
it can become a proper C2 client. This work includes refactoring the bootstrap
code to fit into the design/API specified in NIFI-9666, as well as adding logic
to handle C2 operations such as UPDATE and ACKNOWLEDGE.
