Update the rendering of the Connection Label to indicate when the FlowFile at
the head of the queue is penalized. Without this indicator, it may be confusing
why the downstream Processor is not polling the FlowFile from the queue. In
NIFI-9689 the Connection response payload will include a new enum that will
describe the FlowFile availability. This field is HEAD_OF_QUEUE_PENALIZED we
should indicate this on the Connection label in the row detailing the current
queue size.
