Summary: Configure restart strategy after C2 property update

After certain C2 operations, the agent might need to restart itself. Implement
a few options for restart:
- exit and let the service manager restart the agent (windows service, systemd
service)
- exit with a certain exit code and let a wrapper script restart the agent
(docker)
- others?
