Windows builds are much slower than their Unix and Mac counterparts on both
local and CI machines. Windows build do not seem to take advantage of the
number of available threads for parallel builds either, which is one part of
the problem. These issues should be investigated and improved to reduce the
build time locally by taking advantage of the available hardware and also in CI
to reduce our footprint.
