#### Description of PR
Address edge case in teardown of system test ReportingTaskIT. The "stop"
command was received and processed, but a timing issue allowed an extra
scheduling of the reporting task, and prevented its timely shutdown. Add
synchronization to prevent ReportingTask from being scheduled after a "stop"
command is issued.
Adjust NiFi system test config to prevent startup exception from being
logged.
