Multiple extension components have a dependency on ZooKeeper 3.4.14, which
includes a transitive dependency on SpotBugs. The SpotBugs library is licensed
under LGPL 2.1, which is not compatible with ASL 2:

NiFi Framework components already depend on ZooKeeper 3.5.9, so upgrading
references to 3.4.14 aligns with current supported versions. Upgrading to a
more recent version of ZooKeeper can be addressed in a separate issue.
