When starting a NiFi Registry instance with no authentication (e.g. 1.16.0 
apache/nifi-registry image with default configuration) and then creating a New 
Bucket via the UI, I noticed that the "Make publicly available" checkbox was 
unchecked & disabled and I couldn't check the option.

This made me think that I couldn't create a Bucket that would be usable by 
anyone (knowing that there's only the {{anonymous}} "user" in an 
un-authenticated instance of Registry). There is also no mention of Public 
Buckets within the NiFi Registry documentation, so no help there as to whether 
the Bucket I was trying to create would be usable.

I think the UX around this could be improved, e.g. the "Make publicly 
available" option could be checked but disabled (if that's possible), so 
indicate that all Buckets will be public; or a tooltip could be added to 
indicate that all Buckets will be public, etc.

Also, the NiFi Registry documentation should reference the availablility/use of 
Public Buckets and the fact that *only* public Buckets can be created in an 
un-authenticated instance of Registry.
