Quick tests:
Testing DEBUG level:
Using JettyWebSocketClient controller service - set bulletin level to DEBUG.
(It requires an entry for WebSocket URI property- for this test use a dummy
uri like ws:127.0.0.1:9884).
Bulletins at the debug level will start to stream from Bulletin Indicator icon
at far right of status bar
Test ERROR / NONE levels:
Using IPLookupService controller service
use empty file for MaxMind Database file property
Bulletins at ERROR level will be emitted
Set Bulletin Level to NONE and restart
No bulletins will be emitted
