In the current Docker image we do not set the NODE_IDENTITY variable in the
userGroupProvider section of authorizers.xml. We only add the
INITIAL_ADMIN_IDENTITY. This causes the images to fail if you try and start
them as a cluster since NiFi can't seed the initial policies.
