It seems that there are differences between PutFTP and List/GetFRP.
Case 1:
Microsoft Windows Server 2019 has not UTF8 enabled via regional settings.
PutFTP can create and upload folders/files with non-english charaters.
List/GetFTP can NOT list folders with non-english charaters.
Case 2:
Microsoft Windows Server 2019 has UTF8 enabled via regional settings.
PutFTP can NOT upload folders/files with non-english charaters.
List/GetFTP can list folders with non-english charaters.
