GitHub Action runners have a limited number of cores and restricted amount of
memory, resulting in slow build execution. Ubuntu Linux runners have two cores,
macOS runners have three cores, and Windows runners have one core.
Recent improvements to Maven plugins such as the Apache Rat Plugin version 0.14
resolved warnings related to parallel build execution, so configuring Maven to
run with multiple threads provides some performance improvements over
single-threaded builds.
