Review Comment:
   Following further review and additional direct discussion, I removed the 
Blob deletion step from the Legacy Position Provider. Although this involves an 
extra step when starting the Processor, it allows multiple consumers to get 
their current Partition offset location. After the initial load, the consumer 
will use the new Blob Checkpoint store, so this seems like a reasonable 
migration path.
