The Snowflake NAR currently depends on the DBCP services NAR in order to
inherit from {{{}DBCPConnectionPool{}}}. We should extract the common DBCP code
to a separate module so that it can be reused by both {{DBCPConnectionPool}}
and {{{}SnowflakeComputingConnectionPool{}}}, and the Snowflake NAR can depend
on standard services API NAR.
