Currently, the C2 Client is wired to Nifi within the nifi-framework-core, but
it is only used with minifi, so it adds unnecessary complexity to this module.
By moving it to the minifi-framework-core the nifi's standardflowservice will
be cleaner and we'll be also able to send messages between c2 api and the
bootstrap process.
