Summary: NiFi Registry Should Log Events for Policy Modification

While working on NIFI-10751 I noticed that policy modifications on users such
as adding special privileges don't get recorded in the event log. Since adding
event logging for policy changes is more involved than adding just the username
to an existing event I thought it should be split off into another task.
