Including support for Controller Services and Reporting Tasks seems correct to
me, even if we don't offer any Restricted implementations with the distribution.
Thoughts on decoupling the listing of users who can view Restricted components
and those that can modify Restricted components? Is supporting a user that can
view the Restricted components but not modify a valid use case (obviously
assuming that access is otherwise granted)?
