{{CWELCustomProviderTests}} are not enabled by default because the
{{generate-and-register.bat}} step requires Administrator privileges.
Check if it is possible to run the Windows CI job as Administrator, and if it
is, then enable {{CWELCustomProviderTests}} in the CI job by setting
{{TEST_CUSTOM_WEL_PROVIDER=ON}} in CMake.
