NIFI-11164 Updated minimum Java version from 8 to 11.0.16
- Updated GitHub workflows from Java 8 to 11
- Updated Maven Compiler Source and Target version from 1.8 to 11
- Disabled JASN1 tests failing on Windows with Java 11
