The GitHub system-tests workflow has remained stable for several releases and
multiple regular runs. The current scope configuration triggers system-tests
based on changes to tests, but the scope should be expanded to include the
{{{}nifi-api{}}}, {{{}nifi-framework-api{}}}, and {{nifi-framework}} bundle
paths for wider coverage of pull requests with potential impact on system
behavior.
