In MINIFICPP-1499 we enabled clcache, but it broke builds in some cases, so it
had to be disabled later. Sccache seems to have matured a lot since, so we can
try enabling that one to keep the build times at bay. Currently Windows CI
builds often exceed 2.5 hours.
