NIFI-3109 Initial refactoring of TimerDrivenSchedulingAgent

- moved ‘continuallyRunTask’ creation outside of the loop
- created a single instance of Runnable delegate for ‘continuallyRunTask'
to be used by all tasks
- simplified scheduling logic inside of the Runnable
