In MINIFICPP-1719 OpenSSL 3 is introduced that supports TLS 1.3 contrary to the
previous LibreSSL that only supported TLS up to version 1.2. After OpenSSL 3 is
introduced we should add TLS 1.3 support and tests to our application.
