MergeContent's documentation on the Maximum Number of Bins should state how the
number of bins relate to the Defragmentation Merge Strategy. Something along
the lines of "The number of bins should be equal to the expected number of
concurrent merges."
A bulletins should be created to notify the user if MergeContent detects more
unique fragment IDs coming in than there are number of bins.
