Summary: Controller Services can appear to be stuck in Validating
state immediately after being disabled

A controller service will go into Validating state immediately after being
disabled and controller service gui will not automatically clear this state.
This occurs to me about 50% of the time when disabling a controller service.
State will remain "Validating" with the spinning wheel next to it.
Manually refreshing the controller services gui clears this issue and will show
the controller service as Disabled
