Currenly MSIs can't be distributed under Apache-2.0, because the required
Microsoft redistributables are included, and their license is not compatible
with Apache-2.0. We should add the option to compile with the system UCRT only,
without including either merge modules or DLLs. The resulting installers should
still work on reasonably up to date systems.
