Apache Kudu dependencies should be upgraded from 1.16.0 to
[1.17.0|https://kudu.apache.org/releases/1.17.0/docs/release_notes.html] to
incorporate various improvements and bug fixes. Kudu 1.17.0 maintains wire
protocol compatibility with earlier versions.
