NIFI-12832 Removed unnecessary dependencies from nifi-mock
- Moved StandardValidators to nifi-api
- Moved URL creation method from UriUtils to URLValidator
- Separated FormatUtils into FormatUtils and DurationFormat classes
- Added DurationFormat to nifi-api
This closes #8442
