Summary: [BUG] Missing Users or Policies menu options

When the user visits one of the counters, bulletins, summary, or the controller
services pages and refreshes the page the global hamburger menu no longer
contains the Users or Policies menu options? If they go to the canvas and then
go to one of those pages those menu options are present.
